Legendary weapons are crafted in the Mystic Forge using a precursor weapon and the Gift of the Legendary Weapon. They have the same stats as ascended weapons, but stat combo and sigils are not locked and can be freely changed when out of combat. Bottom line: Whether you end up with this or Venomstrike (which BTW drops off one of the bosses in Wailing Caverns), you'd better be happy with what you get because theres a very strong chance that it's going to be your weapon for 10+ levels. Legendary weapons are a set of high-end weapons that have unique appearances. You could always take up engineering and make your own guns, but what if you don't want to go eng? or want to stick with bows? Hunters all the way up to the 40s are forced to take what we can get, because Blizzard doesnt see fit to have guns and bows drop nearly as often as daggers, swords, staves, axes, etc. The problem is that ranged weapons such as bows and guns dont drop nearly as often as other types of weapons, and hunters often finding themselves stuck with weapons they should have replaced a few levels ago, but the fact is the resources simply aren't there.

Personally I'm not really a fan of either of them because i prefer faster attack speed bows for anti-caster pvp reasons, but at this low of a level I'll take what I can get and it seems that Ranger Bow and Venomstrike are the only half decent bows available for Hunters in the level 20-30 range, unless you wanna bother to get your rep up high enough with WSG to be able to get the outrider/outrunner bow, which is too much work at such a low level. Venomstrike has a lower rated DPS than this bow but depending on how often venomstrike procs it may be able to out-DPS this bow.
